This paper reviews the history and methods of measuring cybercrime, critiques the reliability of commercial and government surveys, highlights problems such as sampling bias, outliers, inconsistent definitions and lack of longitudinal data, and concludes that we currently lack reliable metrics for cybercrime while proposing improved research approaches and partnerships to fill the gap.
